The Human Capital Priorities (HCP) stream targets Express Entry candidates with strong human capital factors including education, skilled work experience, and language proficiency. Ontario searches the Express Entry pool and sends Notifications of Interest to eligible profiles that meet the province's labour market needs. No job offer is required for this stream.
Once you receive a provincial nomination from Ontario, 600 additional points are added to your Comprehensive Ranking System (CRS) score in the Express Entry pool. This boost virtually guarantees that you will receive an Invitation to Apply (ITA) in the next Express Entry draw, regardless of your base CRS score. The nomination is reflected in your profile automatically after you accept it.
Not for all streams. The Human Capital Priorities stream and the French-Speaking Skilled Worker stream do not require a job offer from an Ontario employer. However, the Employer Job Offer streams (Foreign Worker, International Student, and In-Demand Skills) do require a valid job offer from an eligible Ontario employer. The OINP typically takes 60–90 days to review and issue a nomination decision. After receiving your provincial nomination and the 600 CRS point boost, you will receive an ITA and then submit your federal PR application, which takes an additional 6–12 months to process.
